seems to me difficult to find any reason for not
allowing to the South Sea Islanus generally any
concession which may be made in the case of Western
Samoa.
as a comparatively minor point it would not
be unreasonable to suggest that if the term is
to be extended to 4 years, the "overhead charges"
of 9d a day mentioned in the second proposal
should properly be reduced in proportion to the
extra year's service.
